Licence Committee Review Process Overview
The Licence Committee (LC) is a statutory committee established under the Health Professions and Occupations Act (HPOA) to provide direction on the licensing process and requirements of the College of Pharmacists of BC (CPBC). The LC’s authority to issue, vary, renew or reinstate a licence is outlined in the HPOA. The LC also develops Licence Committee Policies (LCP) which are supplementary to the HPOA Bylaws.
If an applicant does not meet the requirements for a full pharmacist or pharmacy technician licence, or would like to be issued a Provisional Pharmacist licence, the application is referred to the LC for review as outlined in the HPOA Bylaws and LCP. Requests for a Provisional Pharmacist licence must be reviewed by the LC as required under the HPOA bylaws before a licence can be issued.
The LC also reviews other matters related to professional licensing – for example, requests for Jurisprudence Exam (JE) accommodation in accordance with LCP-4. Applicants seeking accommodation must submit a written request using the JE Accommodation Request Form and the required supporting documentation listed in the policy. These documents must be submitted within the specified timelines to allow sufficient time for the LC to review and render a decision, and for CPBC to make the necessary arrangements.
LC meetings are scheduled once a month to review applications that are referred to the LC or requests from applicants.
An official notification will be sent by email to the applicant within 5 business days of receiving a Provisional Pharmacist Licence referral form, or an application for a Full Pharmacist or Pharmacy Technician Licence that requires review by LC (i.e. written request from an applicant is received). This notification will include the meeting date and indicate whether any additional information is required, along with the submission deadline. Applicants are also asked to submit any other information they wish the LC to consider during their review. Once the LC has reviewed a case, a decision letter will be emailed to the applicant within 30 days of the LC meeting date.
