Proposed Bylaws for Comment: Amendments to the PODSA and HPA Bylaws – Controlled Drug Substances Delivery Practice Standards

The College Board is asking for your feedback on proposed amendments to the Pharmacy Operations and Drug Scheduling Act (PODSA) Bylaws and/or the Health Professions Act (HPA) Bylaws that will introduce new standards for the delivery of Controlled Drug Substances (CDS). These standards will replace the current Professional Practice Policy 71: Delivery of Opioid Agonist Treatment. 

The proposed amendments are open for public comment for a notice period closing on January 28, 2026.

Please note: these proposed new standards are being posted in an integrated format for the purpose of seeking feedback on the substantive content only.  A decision on which Act and bylaws they will be enacted under will be made at a later date.

BACKGROUND

The College Board may make bylaws under section 21(1) of PODSA and/or section 19(1) of the HPA to establish standards for the delivery of CDS. The standards must be consistent with the duties and objects of the College.

Summary of Amendments

The following are the proposed new standards for CDS Delivery, posted on December 3, 2025, which will apply to full pharmacists working in community pharmacies and telepharmacies when controlled drug substances are delivered by, or on behalf of, pharmacists directly to the location of the client or client’s representative.
