As the regulatory body for pharmacy in British Columbia, the College of Pharmacists of BC is responsible, under provincial legislation, for serving and protecting the public. The College does this by ensuring that registrants are qualified and follow clearly defined standards of practice and ethics and keep up-to-date on new developments in professional practice.
The College reviews any complaints received about pharmacists or pharmacies by adhering to specific processes outlined in legislation and bylaws.
There are approximately 4900 pharmacists registered and 1100 pharmacies licensed with the College. Every year the College receives up to 200 complaints from the public, employers and healthcare providers. The vast majority of these complaints are resolved through the Inquiry Committee process with only a very few having to be referred to the Discipline Committee for resolution.

In addition, the Inquiry Committee, pursuant to Section 35 of the Health Professions Act, has imposed conditions on Ali Laal’s registration as a pharmacist effectively immediately pending completion of an investigation. The conditions imposed are as follows:
- There must be no weapons or firearms of any kind at Ali Laal’s place of work;
- Ali Laal may only be present in a dispensary to practice pharmacy and only during scheduled hours of work;
- Ali Laal may not own or manage a pharmacy;
- Ali Laal may not be a director of a pharmacy;
- Ali Laal may not act as a preceptor;
- Ali Laal must advise the Deputy Registrar of the College of any change in his residential or work place addresses within 24 hours of such change.
The Inquiry Committee considers this action necessary to protect the public.

The Inquiry Committee, pursuant to Section 35 of the Health Professions Act, has imposed conditions on Ali Laal’s registration as a pharmacist effectively immediately pending completion of an investigation. The conditions imposed are as follows:
1. In Ali Laal’s position as manager, owner, director, and/or pharmacist he must not have any knives on his person or store any knives in the pharmacy premises, including the narcotic safe.
2. In Ali Laal’s position as manager, owner, director, and/or pharmacist he must not have any ammunition, firearms or weapons of any kind whatsoever that could cause bodily harm to any person, on his person or stored in the pharmacy premises, including the narcotic safe.
The Inquiry Committee regards the pharmacy premises as the areas submitted for diagram approval to the College and which were subsequently licensed at PHARMAESTHETICS COMPOUNDING PHARMACY 110 - 3960 Quadra St, Victoria, BC V8X 4A3 and PEOPLES PHARMACY #370, 890H Esquimalt Rd, Victoria, BC V9A 3M4.
The Inquiry Committee considers this action necessary to protect the public.

Manijeh Farbeh (Reg# 08439)
On June 29th, 2010, a Panel of the Discipline Committee, supporting an earlier decision (February 24th, 2010) under section 39(1) of the Health Professions Act which found Manijeh Farbeh of North Vancouver, British Columbia, Registration No. 08439 (the "Registrant") guilty of incompetence and professional misconduct, issued an order, under section 39(2) of the Health Professions Act, immediately cancelling the registrant's registration and assessing costs in the amount of $35,000.00.
